Better shape-shifter. This is probably a tie...I mean, there's pretty much nothing that they can't turn into? Apocalypse, with total molecular control of his own body though, would be able to simulate others' superpowers if they started impersonating other superheroes though.

I don’t think they have a limit to how they can shape shift. And Poccy can make weapons out his molding arm or what not. So I give Poccy the edge in that.

Apocalypse wins: he can manipulate his body in the subatomic level so he can change the chemical elements in it creating complex machinery and weaponry; he can also borrow mass from another dimension and alter his denstity and size. Whether or not he is portrayed as knowing how to use this power effectively is a different matter.

MMH can only manipulate macromolecular polymeres within his cells, rearranging their structure.

They both can phase through solid matter.
