Probably the strongest person that could stand spiderman's web is someone around the same strength lvl as spiderman.frusty

In thinking Spider-Man's web could easily hold Captain America. He can web Iron Man because he has done it before. If his web had kyponite or red sun radiation in it he may even be able to hold Superman.

Well, if going by the old "class" standards, it's a double answer: if the webbing hasn't had time to "set", then it can be torn by anyone with approx. Spiderman's strength; if it has at least several seconds (or longer) to dry and set, then a general application can hold/withstand stress upwards of 75 tons -- more if a lot of fluid is used. That's why Spidey's webbing has so many high and low showings: it depends on the exact circumstances of the situation and time-factors involved.
