When Bill's galaxy was destroyed by Surter, the Korbinites who survived the destruction needed a guardian to protect them so their scientists created Alpha Ray. Deciding the creature needed a soul, the scientist sent their finest men in grueling physical and psychological tests, and only Bill survived. He was then converted by bioengineering into the powerful cybernetic form and then later he gained thor's hammer and ultimately his own. So yes he is a cyborg and has since day one.

My confusion surrounding his 'cybernetic roots' stems from the fact that out of the dozen or so comics I have with him (out of my 4000+ collection) is that this is never mentioned...only that:
a) he is an alien
b) Odin bestowed Stormbreaker upon him because he wielded [edit] Mj枚llnir
