Doom, unless Luthor has his Orange Ring, then its a bit more even. Unless the Orange Ring would interfere with his mental faculties. I don't know.

Doom wins. I think, that as a rule, Doom operates on a higher scope than Luthor does. I think if the OP were to give Doom say 48 hours of prep versus Luthor getting about a week or so, things might even out.
