Generally speaking (meaning standard PIS/CIS is in effect), they're not that different in terms of reaction speed. With CIS/PIS off, Johnny pales in response to Bobby's mental reaction potential.

When Torch burns someone mid-teleport, i'd consider them having a comparable reaction speed.
