This actually happened in a crossover and the Surfer almost killed him and forced him to retreat. So because of that Silver Surfer wins hands down.

Imo, Orion is tailor-made to take down Silver Surfer, much like Thor. Both are roughly equals when it comes to energy projection/manipulation, but Orion is easily his physical superior.

Orion isn't Thor. We also recently saw Surfer hand Thor's counterpart his ass.
