He's a pretty good fighter, but Luffy was able to get the upper hand. Mantra is not enough to get to Whitebeard's tier.
The younger Hancock Sisters were about as good at avoiding shots with their haki than Enels was with his mantra (though of course they weren't close in raw power).
And heck, the big 'quakes' he makes are likely too big to avoid period in some cases.

Luffy was able to hit him because he bounce his punches off a wall.. which makes it random and unable to predict..not everybody can do that...
they are not even close to Enel..cuz u know..along with Mantra..he's like lighting fast..
unless Enel is within Whitebeard reach..those earthquake ain't doing shit to Enel..

And no, Whitebeard both possesses one of the strongest DFs and has powerful Haki, he absolutely destroyed an Admiral in combat.
Whitebeard also has, without a single doubt, the greatest stamina and endurance in all of One Piece so far.
Shit, he was able to cause cataclysm on the entire island of Marinford with one casual use of his DF.
Enel to date is still one of the most powerful in OP when speaking of raw power, but Whitebeard usurps him in even that.

Enel have a devastating range attack..he's lighting fast..he can predict attack..and i doubt anyone who's not a logia can survive getting hit by his most powerful attack repeatedly..
Whitebeard have devastating attack..but unless he can touch Enel..it's pretty much useless..and Enel can just stay out of reach..cuz u know..he's lighting fast..Whitebeard never showed any speed feats..
