Actually Galactus threatened to eat Mephisto's realm which caused Mephisto to call a truce and give him his Herald back. That's not stalemating, that's called getting your arm twisted until you say Uncle. In Atum's case Atum's power is to eat Gods which allowed him to eat the Hell Lords within their Realms (still PIS though, they should be above Elder God level in their own realms) Shuma isn't a God, he's more powerful than most Gods.
also its not PIS all he has to do is eat 1 and his power grows with every person he eats, after he ate them he was going to eat Odin...
also shuma got beat by dr strange in his realm. 😐

I'm not an avid reader of Strange but I'm almost certain a hefty plot device was in play in that instance.

Strange's most signifcant victory against shuma was not only full of plot devices, but was only achieved by him becoming shuma himself, which defeated the purpose and shows that shuma cannot be taken down by lesser beings. in the end it was shuma who overcame strange not the other way arround. He can be sent packing from their dimensions though.

Strange absorbes shuma, Strange becomes Shuma. If the process is completed, Strange ceases to be and Shuma remains. To me it's clear who overcomes whom.
Strange has to self-destruct to avoid being overcome. Shuma reforms by himself in his realm, strange also finds his way back to the living eventually. Nothing changes.
At best, Strange can only hope to keep Shuma at bay in his realm with the help of some plot devices.

Shuma was not attempting to absorb Sise-Neg's magic. It was busy devouring primates and dinosaurs and Sise-Neg put it to sleep before it realized it was there. At that point Sise-Neg had very little left to absorb before he became one with the Marvel Universe so I don't know where you're getting with that. He was already freakishly powerful.
Plus, Sise-Neg said he could not attempt to destroy Shuma-Gorath because he sensed that it absorbs energy as he does and in the time it would take to try and destroy Shuma it would absorb much of his accumulated energy. So Shuma-Gorath would have been getting stronger and Sise-Neg weaker.

Magic can be successfully used against him to frustrate his invasion plans etc. But going by feats, no definitive victory can be achieved by lesser beings against him, specially with magic.
For the purposes of this battle it's easy for the hell lords to keep him out of their realms and conceivable, but not likely, that they get a temporary win against him in a transdimensional fight until he reforms in his own realm. They have no chance of defeating him in the long run or in his own dimension
