mongul doesn't really fit considering you have two lanterns already with less rings than him, and the rings are not standard to the character thus an amp.

Fine, take out Sinestro and Mongul. 😛 Rank them though.

I think he means just energy output which seems right to me

well it says power output but if its only energy then seriously superman shouldnt be in that list

Orion destroyed 1/5th of a universe in Genesis should be up there

An increased number of rings doesn't make the user more powerful, it just gives a psychological advantage.

Power output could mean strongest physical power output as well (like punching/pulling/lifting) anything where there is quantifiable force/energy expended. 🙂
