I haven't seen any sort of speed feats he has to keep up with the arbiter, maybe reflex wise and I know his shield isn't going to block a plasma sword. Then again I never seen Link run through an army reflecting gun fire back whilst slicing enemies and destroying vehicles in seconds.
I think he is referring to TP Link never fighting an invisible oppenant without needing that wolf form. I think?
Check the anime, the elites trained like the ancient samurai to perfect their skills before joining the covenant. Link used a stick or wooden sword in some of his games and a few I'm not even sure if he had any training unless the triforce of courage comes with auto-sword-skills.
