Imo, Bill was matching Surfer one on one…. Until Surfer cheapshotted him with his board.

During this battle Bill was drastically holding back, because he didn’t want to harm his friend.

This time Bill doesn’t hold back, and essentially overwhelms Thor:

Keep in mind that B&T Thor was so powerful that he literally two-shotted Surfer (third scan)… So the fact that Bill was able to cause him as much damage as he did speaks volumes, imo.

Speed

Bill can easily perceive things moving at multiple times the speed of light:

Bill’s speed is sufficient enough to overwhelm Stardust:

Throws his hammer fast enough for IT to escape the force of 2 singularities, and destroy a machine generating them:

Bill resists, and overcomes, a device that was steadily draining his psychic energy:

Max power

If BRB removes his built in 'power-governors', and unleashes all of his power, he becomes extremely powerful. So powerful that he was able to successfully defend a severely weakened Galactus against an army of attackers (a task not even the combined efforts of Surfer and Stardust could accomplish.)

The only downfall is that Bill can only exist in this ‘state’ for a matter of minutes before he reaches critical mass.

Bill recalls his encounter with 'God', and his subsequent alterations:

I recently received a PM about these three scans:

The PM basically asked how an Asgardian plant was able to take down Bill.

In short, a plant had nothing to do with that instance. Bill was stricken with "disenchantment". Said disenchantment was so potent that it actually removed the Odinpower from Bill, bit by bit (bringing him very close to death):

(Note: Not even Odin himself was powerful enough to remove the 'virus' from Bill.)

The only way for Bill to be 'resurrected' was for Odin and Surfer to meld their powers into a hybrid..

"The power cosmic cleansed the cancer which was killing him (BRB) from the inside, the Odinpower regenerated dormant cellular structure":

And finally, Surfer was only able to muck with Bill's cellular structure, because Odin allowed him to do so:
