His shields can take a pounding from her starbolts for awhile but'll eventually give in.

I think it's a mix. They're both more or less in the same levels of power, and both primarily ranged fighters with some melee mixed in. His best shot is to stay at range where he doesn't have a big edge, but he does have a reasonable shot of winning. Conversely, Starfire definitely outmatches him in melee.
