Thor vs Silver Surfer: Energy Attacks only fight

Who would win?

They're not allowed to engage in melee combat...only can use their ranged energy attacks.

Do their defensive abilities still count, or are they limited to just dodging/tanking blasts?

Surfer 10/10. He is more experience at using energy based attacks than Thor. Thor mix his up with brute force whereas energy attacks is almost the only tactic Surfer use.

Surfer being able to absorb/internalize energy, Thor using Mjolnir to absorb/redirect energy, etc.
