I meant Impulse. He was a Titan, right? And you're selling the FF short. They're one of the most powerful teams ever. US could easily teleport most of the team in his hat, Phantom Girl could bfr as well among other crazy crap, and Human bomb could kill a lot of members as well. His fingernail alone was equal to a small nuke.
Not to mention upgraded Red Bee and Miss America or Miss Cosmos, but that wouldn't be fair.
BTW, They Ray is also above light speed, so he could stop Flash. Especially with a blinding attack.

Don't have the series off hand, but from what I remember, he was able to hit light speed, with ftl reaction times. He can manipulate light to various effects, such as constructs or turning himself invisble and even turning his whole body into energy, which is almost impossible to harm him in this form. He's a legit contender amongst top tiers when written correctly.
