Hard to tell. Tao would be able to school any of the 2 in chess, though. Intelligence is his thing. Luthor was an homage of Pre-Crisis Luthor, but lacks the feats. The things he did do was pretty cool, though.

To be fair Luthor DID create the Green Lantern Corps and Bizarro. It was also said that Luthor could have "talked Superman into killing himself in just five minutes".
