honestly, id have to say shazam. anyone who can give superman level powers to more than one person and still be amazing is a threat to pretty much anyone in my book

SHAZAM as in Freddy Freeman? Or as in the Wizard?

Wizard Shazam in the RoE would stomp Phoenix, especially without CIS/PIS.

Phoenix defeated a starving Galactus. Even the wizard would go down against her.

And Thor one-shotted her. Rachel is spotty with the Force. Plus it's in the rock of Eternity. Depending on who it is, I'd say the old wizard would win. More experience. If it's regular SHAZAM, I'd say Rachel.
