It probably can't. Garchomp has way too much of an advantage. As well as a general weakness against Steven's Pokemon.

Assuming they're all on even level, team two likely takes it. Cynthia would recognize the immediate threat of Charizard to her partners steel type and have her Milotic take it out. Close, but if the Charizard is taken out of the picture, they won't be facing too many difficult problems.

After getting stomped by Red... Team 1 easily wins. Also the second time you fight Lance he has an awesome team. A Dragonite, a Salamence, a Garchomp, a Charizard, an Altaria, and a Gyarados. And Lance's Garchomp, whila a lower level, has far better moves (Outrage, Earthquake, Swords Dance, and Roar). SUre it might not be type effective but its awesome.
