Earlier today my friends were arguing with me over solutions. We were arguing over the UN monitoring Iraq and other possible states that are capable of creating nuclear weapons and monitoring the .
Their justification was that if you were to monitor something it's considered a solution since you're gathering information to a problem whereas I argued that since monitoring doesn't directly solve a problem, it's what action is taken place after with the given data from monitoring that is the solution. So, who is right?
