I'm not sure about altering or changing his enemies. He has many enemies some of them great, others poor, like every hero. The issue is how the problems those enemies present are resolved. Looking at how Bruce Timm used Darkseid against Superman, it makes you realize how his machinations and outright psychological superiority are severly underplayed against Supes in the comics.
Have villains who disassemble him, and let's see him have to resolve the problem in unique ways. He should have stories where the threat has him cornered, to the point where he has to lose to win. Just make the stories more compelling. The end of his animated series was a brilliant stroke, more of situations like that.
Currently I like the feel of the present ongoing series 'Grounded', looks promising so far.
And just to make it clear I don't think the character needs a revival. In the comics he's just fine, for every 2 or 3 average story arcs there's at least one good one.
Considering how often the character is used and how many writers get their hands on him, that's a decent quality to quantity ratio. 'Grounded' certainly represents a depature from the norm.
As of right now 12/17/2010, The Super titles are taking a huge hit. The Art is horrible, and the writing is lackluster. First things first; get new art talent, coach the writer to smoke a joint on occasion, and dream up some new villain or hero that would spruce up the title. It is a sad day indeed when you look forward to reading Power Girl, over Superman.
brainiac assimilates the earth and puts everything in suspended animation, and shrinks it all in some sphere of information(like the fushigi) akin to the bottle city.
Superman has to go on a quest across the universe, to not only find and defeat Brainiac, but to find a way to reverse what brainiac has done to earth and countless worlds across the multiverse.... years without earth finally, diverse locale after diverse locale...
Desert worlds, lava worlds, tyrannical worlds, utopic worlds, like gulliver's travels, all with morals to teach, and probably different physics laws to challenge and introduce problems to superman.
I also think that the science of krypton should be more advanced, the limit of scientific accomplishment. The science of reality warping, superman as a member of this race benefited and has his powers as a result of such technology enhancing the race, that is why magic and kryptonite harm him... krypton's rocks are remnants of reality warping only chaotic and toxic elements due to the explosion, and magic involves reality warping.
I don't think Superman needs revision just every once and while the guy is going to come up stale. It happens to every character after all Superman has been around for how many decades now.
Like most things it goes in cycles there are going to be times where Superman is just a bad unimpressive title, and there will be times where he captivates audiences like he always has.
I think the biggest problem with Superman is when his popularity starts to slip everyone's first and basic instinct is to try and update or force the character upon readers as much as possible. To the point where people start to hate him because he loses all character development he has had for the sake of making him the biggest, smartest, baddest, deepest guy walking around.
When all he needs to be is Superman guy who when he needs to is always going to give his best and do the right thing. Whether its against someone far weaker than him or 10 times as strong.
Let the guy develop like every other character instead of trying to force it in bursts.

To revive the characer? One that's not dead? That's odd... but oh well:
1) More Memorable Feats
2) Believable Challenges for an UBER character
3) More emotions, both positive and negative
4) "Reviving" his supporting cast will make him awesome.
5) Being humbled, that is, showing that he is vulnerable and can be beat. Getting killed, crippled, depowered, depressed.
Make a Crossover-Crossover. First let him beat every char in the DC Universe (except Batman, 'cause that's impossible), then let him beat every Char in the Marvel Universe, then let him beat every Char from every Manga/Anime and you have the biggest kidfanbase in this World... or he will be the most hated char 😄.
I enjoyed some Superman stories in his Superman titel, since some decades now. You get good and bad stories but Superman is still portrayed, more then less, as the most human being of all. An inspiring example for humanity.
