They're both better than PM Obi-Wan. It's hard to tell precisely Qui-Gon's level, but two masters is more useful than one.

Qui-Gon was one of the greats of his time, same with Anoon. Bulq is considered one of the greatest of all time. Toss Vos in the mix, and Maul's going down.
