Good point about the CIS, the reason he isn't considered a First Class threat is because he's too dumb and ineffective to make use of his powers or make plans.

Exactly Poccy Without either is a powerhouse and can only be gauged with his feats. Therefore he wins.

You can't break his legs, he is malleable. Stronger than Hulk. Can become practically any size. Has Telekinesis which will hold Bizarro once one of his punches fail, then wrap himself around Bizarro with awesomely hard density.
Then will proceed to eviserate Bizzaro with buzzsaws as sharp as adamantium with hundreds of tonnes of pressure.
Plus Poccy has displayed the ability to create kinetic explosions within peoples skulls multiple times this will disorientate Bizzaro while captured.....he would'nt know which way was out.

One was stated once, but because of Bizarro's nature, it will never happen. His "idiocy" stops him from reaching that level
