I remmeber in the Ultiamtes Captain was beating on some Nazi alien dude and iirc he said "Surrender? America never surrenders! Do you think this A on my forehead stands for ****ing France? (then proceeds and bash his face in with his sheild)" or something along those lines.

he isnt on marvels level he always got owned by him and never held his own against him its like putting doc ock as a thor villian
That's not entirely true. He is in Marvel's strength level or at least close to it, and gave Black Adam a fight during the Villains Unlimited IC special.
Not as competent or skilled, but pretty strong.
