Most Dangerous Villain Earth Can Defeat?

In terms of either sheer power, intellect, resources, or skill, who is the most dangerous comic book villain that the governments of the world we live in can defeat/apprehend/destroy?

Realistically our Earth could stop pretty much any high meta. Low herald is where it would really start to change, because there's some we might be able to stop and others that would just sh*tstomp Earth.
