My personal vote would be Magaki of KoF XI.
Cheapest boss so far imho, more brokenness than Rugal Bernstein of KoF 94 or Orochi of KoF 97.

Orochi is at the top of the KOF foodchain.

I still think Magaki is the toughest KoF boss to date.

At Level 8, it's virtually almost impossible to beat Magaki, unless you use the "dodge" tactic. Simply him straight up, blocking then counter-attacking with combos/DMs won't do the trick.
