Well it seems this fight is pretty even as both characters are metahuman and regularly fight crowds. I'll give the win to Kazuma since he's a bullet-timer. Cody is probably one himself but the Yakuza fights armed men (including SWAT Team members and CIA agents) much more. It also appears that Kazuma can tank bullets.
