Who can effectively wield this axe in battle

Giganta and Atom Smasher could get big enough, I think they're some of the bigger growers around.

Of the various 'Giant-man' in Marvel, I don't know if any but Pym could get big enough, the others top out smaller. Not that I'd recommend arming him with an axe 🙂

Apocalypse could.

Black Goliath tends to just go to 25 feet, I don't know if he gets big or strong enough.

Likewise Colossal Boy, Stature, etc..

Most of the time, strength continues to increase with size.

Giganta (normal size- 25 stories) and Atom Smasher (no strict limit, it just hurts past a certain point. He'd probably have to go into the painful sizes to use it to scale, but he definitely can get big enough and strong enough) can definitely top class 100, and I assume at the huge sizes Pym can reach recently that he should be able to as well.

Atlas is another who can.
