Well, he's not considered worthy for one thing. But in the Reigning storyline, Loki ends up getting the Eye of Agamotto and Cloak of Levitation. Not only that, but Loki punked an early Strange, iirc.

a sorcerer is one that practices the art of sorcery, so yes, if loki does practice sorcery (which he does), technically he would be a sorcerer.

the handbooks seem to put gods demons and sourcerors into different categories though. but okay then
