Honestly, CM3 isn't as much of a threat as Atom Smasher, imo.Typically, Freddy is sharing his powers with Billy and/or Mary at the time, and is usually "Captain Marvel 1/3" in terms of power/strength. If he's using the full power of Shazam, then he may as well be replaced with Billy.
Most of the time the Marvels, even when sharing, don't seem to be knocked down to 1/2 - 1/3rd. They're a bit weaker when there's more active, but most writers seem to still write them as quite powerful IMO.
