Realistically they are all going to be drawing their guns in like a quarter of a second. That puts them all in the no reaction time zone, and in a high-noon style shot out where they can't move, they all get shot and they are all good enough to fit a vital area.

Bullseye draws slightly faster than everyone with the possible exception of Floyd, but the not enough faster to make a difference.
