Barry Allen "is" the Speed Force now, or at least was retconned by Johns' into mainlining it. He would win, imo.

When racing superman a few years back, Wally said something about him and superman being virtually equal in terms of raw speed, without him tapping into the speed force, so yeah, I think he'd still be a speedster, and pretty darn fast at that
