Yes but he can attack his soul and body at the same time without the stare anyway.

Uh, can't GR travel between dimensions and various realms?

Other then starring down Nate, I doubt Ghost Rider can beat X-Man. Too much versatility, and power favors Nate to hand out that Omega Level ass whopping.
