Surfer have the biggest potential to be the biggest bad ass in the herald lvler category. In my opinion, he's already, but I think that he should dominate more, because of his power-set. Sadly, the writers usually makes him only shoot concussive blasts, but the dude can do basically everything, from matter manipulation to telepathy, to time travel. He's a monster! And he should be written like this.

The kind of energy that could be absorbed on as small a surface as Superman's body isn't all that much. Even assuming his absorption is a hundred times as efficient as the kind of solar power tech we have now I can maybe see regular exposure to sunlight being sufficient to power someone like Spider-Man.

He'd have to fly really close to the sun to absorb the kind of energy (in a timely manner anyway) needed to do things like power his heat vision and lift cruise ships.

I would go with Thor. He is the son of a skyfather and elder goddess. Odin specifically joined with an elder god (gaea) to produce a son that would one day surpass him. Thor is going to be one day a skyfather more powerful than Odin.
