everyone follows Negan: fear and intimidation. Negan doesn't care about completely breaking them -- just breaking them *enough* to provide for him without hesitation/incident.
Ezekiel clearly doesn't like him either, but he still provides. Etc.

Well yeah, they will eventually rally against Negan. That is to be expected. Obviously the rest of the seasons aren't going to just center around the good guys providing for the bad guys. However, Negan abhors rape -- if/when he sees someone attempting rape, he'll slaughter them. 👆
The no guns thing is what has me scratching my head. Perhaps one of the other communities knows where they can find a huge cache of guns, but believes it to be worthless because they have no ammo.... *enter Eugene making said ammo*..?
That sounds a bit more likely now that I think about it.
