His speed is not that unheard of. The velocity he's been calced at is mach 3.2, and his destruction while large is not out of the league of top-end OP characters.

he was able to keep up with lightning god form negi who is lightning speed so that says he's alot faster than mach 3.2

He was able to keep up specifically because he was able to anticipate and put his fist in the right spot before Negi even got there (also, even though Chamo talked about the speed of lightning, I think he's only *really* as fast as lightning during lightning shundo, the strait-line move, because the rest of the time he's still part/mostly physical, if still insanely fast).
As for destruction feats, take a look at Mihawk slicing a Massive iceberg with one slash. There are multiple people his strength or stronger at Marine HQ.

Even in double-lightning form (and he's still not 100% lightning there most of the time; that much is obvious just by watching him move, the fight is still taking time), one of the watchers commented it was the move to close-in fighting that was what allowed him to avoid being anticipated.
Anyway, that's getting off Jack's capabilities a bit.
