His voice is actually the exact same as Lucien Lachance's from Oblivion.

The guy that voices him also voiced Sheogorath.

I blew up megaton but didn't save, I like the little hell hole too much. Moira is amusing, and Herbert is incredible. Burke is ok, I stabbed him with bullets. I always punch tenpenny off the top of the tower and watch him plummet. Seriously if your character is Melee combat oriented, it makes things fun.
