Forgot the name of a female characters.

I can't specifically recall if she's from DC or Marvel.

But she's young (12, 14 or 16 years), blonde, blue-eye, with a butterfly on her shirt and pink-black striped stockings. The pages I recall her from she had screwed up the roof and electrocuted a male and then proceeded by saying "My name is..."

I also recall her being a skater.

Any ideas?
