I'd like to note that the following suggestion had actually received multiple nods in nominations #5. That being said, I'll re-suggest it.
Tetsuo Shima from the manga series Akira versus Charles Xavier of the X-Men
The starting ground is Central Park in New York City, New York. Both combatants have basic knowledge of each other (ie, they're both psychic). Given the global potential of both characters, I feel BFR would be somewhat useless and so it won't be in effect. PIS is off, naturally.
I believe that is how I proposed the scenario last time. I'll be modifying it as time goes on for optimum debate potential.
