Imo, Synnar wins.

Michael = the demiurgic power to spark creation, Lucifer = the will to shape that power into a physical creation... If Synnar's words were true, he was both of those.

Now I admittedly know next to nothing of this Synnar fellow but if this:

Synnar looks pretty powerful from that cover but I don't see Lucifer even acknowledging the JLA let alone engaging them in a physical battle.

Hrm. Is it then safe to presume that Synnar may have taken the places of Michael and Lucifer in the DCU cosmology now that DC and Vertigo are more or less split?

If Synnar's words were true (and there's no reason to assume they weren't), then he created the DC multiverse, yes.
