Yes they can refuse to accept the government, it has only happen one time in 1940 the King refused to accept the government that took power the 9the of April. It was the Nationals (Nazi friendly party) led by Vidkun Quisling. Since the government wasnt accepted by the king meant it held its power unlawfully. That again meant Quisling committed treason to the Norwegian constitution. Today the word Quisling is synonyms with traitor in the english dictionary and a lot of other languages around the world
