Sasuke has his Sharingan, which helps his reactions even further. Itachi reacts to lightning with his Sharingan.

While I have no idea how fast Psylocke is, her mental & telekinetic abilities trump Sasuke's abilities with genjutsu. She could just create a telekinetic bubble inside his brain.
