DC's Abraxas?
After looking back at the series, it looks like it's spelled Abraxis.
He's a cosmic being from Armageddon: Inferno, that attempted to take over the DCU by sending Daemens into multiple points of the same timeline to create simulicrums of himself, which are basically bodies for his essence to inhabit. Teams of heroes were selected by Waverider to defend the points of time and prevent Abraxis from entering the DCU, and each of them failed despite having powerful characters like Flash, Superman, MM.
Even Spectre wasn't able to defeat a single simulicrum, and the JSA had to face Abraxis.
In the end, the JSA gets saved from their eternal battle in Ragnarok since the story "The Last Days of the Justice Society", and faces Abraxis in his home universe, while at the same time Abraxis also fights on about five other fronts. And even then they can't outright defeat him without a plot device

The key was the oppressed people of Abraxis receiving powers from touching anyone from the DCU universe (It could've been Wildcat, so it wasn't based on any of the powers the JSAer's possessed.), and launching a combined attack while Abraxis was weakened from fighting a war on five other fronts.

What does that have to do with anything? If Presence is omnipotent, then whatever he wills would happen. So, if he fully powers up Spectre then that means Spectre would crush anyone not omnipotent.
