If you actually watched Robocop, he removes the visor towards the end and you see his neck/back of the head. Guess what it's made of, the same shiny black metal that his mid section is made of, which would be the same shit he's made of, "titanium lamenated with kevlar", just painted black.

Some small extrenal wires on the surface doesn't equate to his neck being made of "just wires". The very fact that he can move his head should be enough for you to reason that out.
