Yes, he has some degree of speed. He was able to cut a weak Majestic and go up against Lady Harmony and Zealot at the same time. He also defeated Spartan.

Can he evade being mind-raped by Mantis?

This is a hth battle or weapon war. No exotic powers for Mantis.

It would really come down to speed then, I know Gamora is fast and Mantis has tagged the Runner, but since I don't know Javen I cannot give a full winner.
