Some characters in the Potterverse have been seen to properly execute spells without talking and without even focusing on the target (most noteable Quirrel in the first book, catching Harry with an Incarcerous spell without even looking at him).
And there is no way to beat a magic user in a duel without using magic yourself.

I'm pretty sure that Force users who have shown to be a blur, faster than the eye can see, block 19 strikes per second can be faster than someone who even has to try to think of a spell to cast.

Referring to normal Wizards in our world, not Voldemort or other virtual badass characters, as far as I recall. Probably because they wouldn't understand the concept of a gun before getting shot with it...

Voldemort can fly and teleport himself, which kind of negates the supposed speed advantage. And does the force grand Jedi or Sith force speed thoughts? Otherwise the process of thinking about an attack might take equally long among Force Users and Wizards, with the Wizards having quite more up their sleeves than "direct energy attacks" or lightsabers.

No, Neo can fly, and with greater force than a jedi could hold for long. Plus they have no way to kill him. *****'ll just come back spicknspan. Not to mention no jedi or sith can deal the kind of damage Neo was shrugging off in his final battle.
