Juggernaut is just about as tall and muscle mass alone determines little as far as strength goes in comics. Superman is not particularly big. But he's stronger than Hulk on average.
If Hulk had stronger legs, when he and Juggernaut tied up in a test of strength (before Xavier shouted), Juggernaut would have been moved back.
And before its said, the writer himself said Juggernaut was not using his unstoppable momentum in that particular scene, it was just a test of strength. So yeah that's not a possible explanation.
Flat out, if Hulk's legs were stronger, he would have been pushing Juggs back.
this whole stuff with this so called writer proof is boring,Gage christos contradict himself with an other proof/e-mail,and it's not "just" a test of strenght,it's not a test of strenght at all,it's an ordinary Hulk/juggernaut fight with the usual push contest,
and juggs legs is cleary in motion/push mode ,the enchantment is on....
also WWH with the xavier distraction use juggs motion for the Bfr.........
the Leaps/speed feats in Panel are a in Hulk favor,Juggs can leaps but never prove he can equal the Hulk feats,based on panel hulk win this contest............

key word 'just about', artist interpretations are different but hulk was once referemced as 10 ft tall by spiderman , and Reed once said he weighed 5 tons regardless savage hulk according to OHOTMU ranges from 7ft - 8ft & weighs 1040 -1400 lbs
cain is 6 ft 10 and 900lbs

If they are the same strength, the LIGHTER one will be more mobile as he would have less weight to propel.
