I'd say in Marvel the all round smartest has to be Dr.Doom without including cosmic guys. I mean dr.doom has magic and technology. I mena dr.strange would have trouble with a ham radio and richards wouldn't even know where to start with eye of newt

He figured it out both physically and metaphysically though too, after he died and became Spectre. lol. Kinda cheating though. Also, with Parallax, he had to understand it completely to will it into existance, given the way the Lantern energy works.

But I get you..and I really have no clue who's smartest, lol. I was just messin' around.. Some characters are a lot closer though, simply due to their stature, like Guardians of OA for example, begin to completely understand the universe as children. Outside of all of these character types, it'd probably be Reed.
