Storm versus Rachel Summers

Who will win?

Rachel wins on KMC.

Storm would beat her ass in a comic.

rachel

when i said rachel, i mean no phoenix force.

Has she ever really NOT had the Phoenix?

Phoenix Rachel (might of been just with the phoenix echo) already had trouble with Storm a while back. Storm's winds have been shown capable of matching even Jean's tk for a while. Storm wins sans phoenix potential.
