You do know that all "superheroes" that are godlike, are automatically disqualified from that list, right?
I think there are lots of people that did not read the website's introduction.

going by high end feats, surfer is far more powerful than most of those guys.
The impression Marvel has given is that Thor > Surfer, but there is often inconsistent writing with both characters (Superman, too) for plot's sake.
As for Superman: I tend to think of him as comicdom's alpha brawler, and perhaps the character best depicted as rising to impossible challenges. But given what Thor or Surfer would be capable of if written to full potential, I still would place him at #3.

IMO the top 3 are set in stone. Superman, Thor and the Silver Surfer are all unquestionably the 3 most powerful superheroes. The order of the 3 is REALLY hard to figure out though. As you say, Thor always seems to beat the SS. He's beaten him when the Surfer was amped by Loki, and he beat SS, Beta Ray Bill and Adam Warlock all at once.
But just looking at the powers of the SS and Thor, it would seem SS is way above Thor.
As far as a single powerful blow though, yeah, the godblast is unstoppable.
