I'd argue yes.
For some reason, people think Ultimate Hulk would destroy Thor, but as I recall, Thor broke bones and shit in a few blows, and the Hulk managed to send Thor flying after he asked him to surrender. We saw Thor unharmed and walking back to the fight in like a page.
As well, Ultimate Thor had his powers messed with during an unknown period of his stay on Earth by Loki who made him dependent on his belt etc.
Hopefully Hickman will explain how powerful he truly is and whether or not he was weakened during his duration on Earth.
Under Millar, Asgardians were uber. Loki was a straight up reality warper -616 Loki is crazy powerful- and Odin was some God among Gods.
I wonder if his position in the Universe is similar to the one in the Movieverse where his the top dog and has everything from the Infinity Gauntlet to the Cosmic Cube in his power.
