Who's is charge? Not sure. Judeo-christian DC God or Kirby's non-Judeo Christian God?

The way I understand it, writers struggle to fit Kirby's cosmos into the main DC. Some times writers ignore the Source, putting the Presence and angels above the Source and New Gods.
